is $119.54 a good price for a fishing rod like this and is for catching sharks and sting rays?

Reel is okay. Rod is not the best but okay too. Price is not the best but it's within reasonable range.
I prefer conventional reels over level winds when using heavier mono lines. Conventional reels will give you better casting distance. Somehow, I got a feeling that you are fishing in the surf or in bays/harbors. If you're surf fishing, a jig stick will work better because they are longer and they could cast further. Reels like Penn 525 Mag and Daiwa SL/SLX 20 will work nicely with jig sticks. Their spools won't hold too much mono lines so you should consider braid lines.
If you're fishing in the bay/harbor or on a pier or on a boat, the combo you picked will work. If you don't mind conventional reels, you may want to consider Penn 535 and Daiwa SL/SLX 30. A 7 feet 20-40lb or 15-30lb rod will work.
All setups mentioned above will allow you to catch a good variety of fish from mackerels to small/medium tunas. If you prefer something bigger, you may also consider a Peen 500 combo.

Sharks prefer live baits but they will also bite lures. I've caught them by accident while halibut fishing in the surf. Lures like crank baits (Rapala/Lucky Craft), plastic swim baits (4" and 5" Fish Trap) and spoons (Kastmaster/Krocodile) will all work. I've yet to catch a ray on lure.
All 3 species will take live baits. I've use smelt, grunion, sardine, anchovy and small mackerel with good results. I like to use small live bait fish between 4" to 6" for those species. You can use bigger bait if you are after larger shark and ray. You'll have better success with live baits while fishing for sharks and halibut. Rays don't seem to mind dead baits as much. I usually use live bait hooks between size 2 to 4/0. You'll need to match the hook to the size of bait fish. You will know when a shark or ray hit your bait. When a halibut hit, the bite will not be as noticeable. Halibut bite could be a light tap on the line. It could feel like a missed fish. Sometimes, you won't feel anything at all. Or, you'll only feel your bait fish stopped moving. You need to let the halibut chew on your live bait between 30 seconds to 1.5 minutes depending on the size of the bait fish and the size of halibuts around the area. Only experience could tell you when to set the hook. If you reeled in shredded bait fish, it means you set the hook too soon. You can wait for the line to move if you don't know when to set the hook. But there is a chance that the halibut will swallow the hook. If a halibut swallowed hook, their sharp teeth could cut your line. There's also a chance the halibut will just camp at the spot and you won't even know that it's there until you decided to change your bait.
If you're using cut baits, fish like mackerel, sardine, bonito and squid will all work. Squid strips work better on halibut. Unfortunately, halibuts I've caught using cut baits around SoCal are under sized. Fish steaks or whole squids will work better on larger sharks and rays. Hook size between size 2 to size 8/0 will all work. You'll have to decide how big a bait you want to use and you'll have to match the hook to the bait size. There are other baits that will work but I left them out because they won't work on halibuts or larger sharks and rays.
